"My team isn't accountable"
The symptom is real. The cause is usually somewhere else.
You shouldn't have to chase people to do what they said they'd do. It looks like a character flaw in the people you hired. It may actually be a design problem. No single owner per outcome, so when everyone owns it, no one does. No number to score against, so no one knows if they're winning.
What you think it is
My team just isn't accountable. I shouldn't have to chase people to do what they said they'd do.
So you treat it as a character flaw. You write performance plans. You start managing people out. You fix the person, and nothing changes.
What it usually is
A hypothesis to test, not an indictment on you or the team.
Accountability is a behavior, not a trait. And behavior runs on three things: capability, opportunity, and motivation. The reflex aims at the person, their will, their character. But the constraint may actually be opportunity, the operating environment you built. Two pieces tend to be missing. There is no single owner per outcome, so when everyone owns it, no one does. And there is no number that tells anyone whether the work is winning or losing. A KPI is an outcome someone owns. A metric is the input they check off on the way there. With neither in place, accountability has nothing to attach to. You can't hold anyone accountable to a vibe.
How to tell
Pick the one thing that's slipping. Can you name the single person accountable for it? Can you name the one number that tells them whether they're winning or losing this week?
The move
Name one owner per outcome before you name a fix. When everyone owns it, no one does. Give that owner a number to be scored against: an outcome they read at sprint cadence, and the inputs they check off on the way there. Then run the three legs before you reach for a performance plan: is the capability there, the opportunity, the motivation? The leg you skip is usually the broken one. Your job is to help your team hold themselves accountable, not to hold them accountable yourself. If you are looking for leadership, start with a mirror.
