"We are relaunching the program"

The symptom is real. The cause is usually somewhere else.

The first attempt did not take, so it is being relaunched with a new name, a new sponsor and better communications. It looks like a fresh start. It may actually be the same design about to fail the same way, because nobody has written down what went wrong the first time.

What you think it is

We are relaunching the program - new sponsor, clearer comms, proper push this time.

So you rebrand it, find a more senior sponsor, and invest in a better internal communications push.

What it usually is

A hypothesis to test, not an indictment on you or the team.

A relaunch is evidence, and it is the most useful evidence you will get: something specific failed, and unlike the first time you now have real data about this organization rather than assumptions. You cannot reflect on what you are going to do - you have to do it, and then you can reflect - and a relaunch that skips the reflection is just the first attempt with new branding. Most relaunches change the name, the sponsor and the comms, which are rarely what broke, while leaving the design flaw untouched. Ask whether the first attempt failed on capability, on opportunity, or on motivation, because the three have completely different fixes.

How to tell

What specifically failed the first time - capability, opportunity, or motivation? Who has written that down, and what in the new plan is different because of it?

The move

Spend a week on the post-mortem before spending a quarter on the relaunch. Talk to the people who were meant to change, one at a time, and ask what actually got in the way. If the new plan does not visibly differ because of what they tell you, it is not a relaunch.

You might think this time it will stick because the push is bigger. It may actually be that nothing has changed except the name.
