The symptom is real. The cause is usually somewhere else.
Calendars are full, the activity numbers are met, and the pipeline does not move. It looks like an effort or discipline problem. It may actually be that the work being counted was never capable of creating demand.

So you raise the activity targets, add a dashboard, and ask for more calls.
What it usually is
A hypothesis to test, not an indictment on you or the team.
In G.A.M.E. Plan the Action is the how and the Metric is the countable work that proves the Action is happening. When the metrics count work that cannot generate demand - internal meetings, admin, following up with people already talking to you - you get a full calendar and an empty pipeline, and the plan stops being diagnostic. Tracking the work turns execution into data: if the team is doing all the work and not getting closer to the goal, the tactics or the strategy is wrong, and the honest read is to change them rather than to ask for more activity.
How to tell
Of everything your team logged last week, how much of it could have created demand from someone who was not already talking to us?
The move
Take last week's logged work and sort it into two piles: work that could produce a new conversation, and everything else. The split is usually the finding. Then fix the metric so it counts the first pile, and hold the work accountable to working.
You might think the team is not working hard enough. It may actually be that you are counting work that was never going to produce demand.
